Arunachal is integral and important part of India : Prez
ITANAGAR, Nov 29: On one of the rare Presidential visits to this part of the country, President Pranab Mukherjee today asserted that Arunachal Pradesh is an integral and important part of the Northeast region of India and a core stake holder in country's 'Look East' foreign policy.
In comments that will be read with interest in Beijing, which lays claim over parts of the state, he said no longer should this region be considered remote.
"The Centre and the state government should together rapidly build the infrastructure linkages and connectivity with the rest of India that is required and this legislature and the people of Arunachal should extend every assistance possible to this venture," he said in his address to Arunachal Pradesh assembly.
China, which has raised disputes regarding India's sovereignty over Arunachal Pradesh, has of late upped the ante by issuing stapled visas to residents of the state in a bid to buttress its claim.
But the visits by Prime Minister Manmohan Singh some years ago and the President now are seen as an attempt by India to send a clear message to China that India has an unassailable sovereignty over the state.
The President said the country had a long-
"The North East of India provides a natural bridge between us and South East Asia. The essential philosophy of our Look East Policy is that India must find its destiny by linking itself more and more with its Asian partners and the rest of the world," he said adding India seeks to make its neighbours as partners in development.
"We believe that India's future and our own best economic interests are served by closer integration with Asia...there is little time to be lost. Considering the huge pool of natural resources and the quality of its human resources, the North East of India has the potential of being an important investment destination and a centre for trade and business," he said. He said there was a need to harness opportunities that were emerging from the rise of Asia and India’s growing economic integration of India with the region.
Mukherjee said it was a challenge for the state and the central governments to complete and commission all the hydel projects in the state so that the economy gets a quantum jump to become one of the richest states of the country.
"Since Arunachal Pradesh has common borders with three countries, the development of border areas is also vital and must receive our utmost attention," he said.
Addressing the 60-
Arunachal Pradesh abounds in places of historical and cultural importance.
"It finds mention in the Puranas and the Mahabharata. It is believed that here Sage Parashuram washed away his sins, Sage Vyasa meditated, King Bhishmaka founded his kingdom and Lord Krishna married his consort Rukmini," he said, citing Arunachal's importance in the country's culture.
Mukherjee was given a guard of honour soon after his arrival at Itanagar and welcomed in the Raj Bhavan by a group of traditional artistes singing folk songs and dancing.
Scores of people including women and children were seen standing on the roadside and waving to greet the President as his entourage passed through.
Former President Pratibha Patil had visited the state in April 2009 and Prime Minister Manmohan Singh in January 2008.
Addressing lawmakers, he appreciated initiatives in fields like land reforms, education, social welfare, health, protection of forest and environment, panchayat raj and municipal corporation taken by the assembly for the development of the state.
"The emphasis laid by successive governments on faster and inclusive development under the guidance of this Legislature over the last 38 years has resulted in significant improvement in the quality of life.
"The state which started from almost zero literacy rate at the time of Independence is soon going to touch the national average," he said.
The Prime Minister's Package, which was announced on January 31, 2008, aimed at developing infrastructure including road and air connectivity is under speedy implementation here.
"It is a matter of joy that within couple of months the people of this state will get their first ever train in the state capital," Mukherjee said and congratulated legislators efforts in this regard.
Arunachal Pradesh has always recorded a relatively high percentage of voter turnout in every election.
"This shows the interest and political consciousness of the people of the state. This is very encouraging and further promotes the growth of parliamentary democracy," he said.
He said traditions of consultative decision-
"In a similar manner, the people of this land have also ruled themselves through customary and traditional laws of respective tribes.
India today is recognised as a role model of a successful modern Constitutional parliamentary democracy. The fact that we are operating in a highly pluralistic and diverse society beset with myriad challenges is also well known, Mukherjee said.
"When we opted for parliamentary democracy as the governing model for free India, the world viewed us with skepticism, and even suspicion.
"But, we have proved the prophets of doom wrong and maintained our unity, established a highly successful democracy and registered rapid economic growth," he said.
The Parliament and Legislatures are the cornerstone on which rests the edifice of our democratic polity, he said.
"One of the basic objectives of a representative democracy is to see that governance is carried out keeping in mind the interests of the people and their needs and aspirations," the President said.
In a parliamentary democracy, the legislature represents the sovereign will of the people.
"Honourable members, being a representative of the people is a matter of privilege and a great honour. This privilege, however, carries with it great responsibility.

The Legislative Assembly is a master of the Executive in the sense that the chief minister along with his Council of Ministers is accountable collectively and severally to the Legislative Assembly, he said.

"The Executive can be unseated at any time by passing a resolution of 'No Confidence' in the state legislative assembly by a simple majority. Moreover, most of the instruments of governance are executed through appropriate laws passed by legislatures.
"The Executive’s dependence on Legislature is total and it is essential that legislatures are responsible and responsive to this huge task entrusted on it by the Constitution," said Mukherjee.
"No expenditure can be incurred by the Executive without approval of Legislature, no tax can be levied except by a law passed by the Legislature and no money can be withdrawn from the Consolidated Fund of the State without the approval of the Legislature.
"With the heightened complexity of administration and legislation, legislators must ensure adequate discussion and scrutiny before passing of legislation," he said.
"Our founding fathers dreamt of an India in which the three pillars of the State, namely, the legislature, the executive and the judiciary work in conjunction, exercising checks and balances on one another in a manner that ensures that its citizens can grow in an environment of freedom, justice and equality", he said.
Mukherjee also made a special mention for flora and fauna of the state.

Even when one is prepared, letting go of a person in all its finality is often the most difficult. No matter what, no one is fully ready for the final good bye.
The press fraternity in Arunachal had more or less been preparing themselves for the bad news since Ravi Da was in such precarious health but these are difficult days for each one of us who was in close contact with him.
Though he continued to work with usual dedication after the death of his wife, Ravi da was not the same person anymore. As time passed by, his condition deteriorated. Many in the Press Fraternity took it upon themselves to talk to him to care of himself but they had to finally resign because he was not someone who would listen to people. He decided for himself and no one was allowed to take decision on his behalf. Till the final moments, he exactly did that.
I met him for the first time in 2003 during one of the Legislative Assembly sessions.
He shared notes with me even though he knew that I was just accompanying my boss
to learn how to report the proceedings of the session. That moment stayed with me-
Journalism fraternity is small in Arunachal and almost the same bunch went together everywhere. For young starters, Ravi Da obviously was the favourite since he never minded sharing information, if one asked.
Throughout his professional life, he was at the receiving end from some or the other
people in the state who intimidated press personnel with all possible tactics. He
had terrible experiences. He was beaten up not less than three times and his office
destroyed because he reported what had to be reported. Despite all kinds of pressure
from political higher ups, numerous unions and individuals, he and his publisher
refused to be bogged down -
A staunch believer of freedom of expression, he continued to write and give space to others whose voice needed to be heard. He knew Arunachal and how it functioned well enough and often he was saddened by what was happening in the state. He cared more about the state than most of those who were supposed to take care of its well being. The editorials he wrote are a vivid commentary on what was happening in the state. Those people who physically and verbally intimidated him would well remember that he never spoke harshly or said ‘no’ when they asked him not to write or report on certain subjects. But once the conversation ended, he would do exactly what he thought was the fact.
Among the press fraternity too he was one of the most trusted, because he always had a practical response. He would never let the younger lot down because he led by example.
He was also often the centre of jokes because we would often ask him to come up with a solution, since he experienced the most, both good and bad. Soft spoken with a roaring laughter, he always had the most practical solution. All the way from Kerela, he made Arunachal his home. When one asked him why he landed up in Arunachal, he would always give the most mysterious and mischievous smile. Even when the going was so difficult, he never left. Perhaps, it was his unconditional love for the state and its people.
Among many things, one memory that flashes in my mind is his hilarious dance steps and unbearably out of tune songs that not only made everyone laugh but dance and sing with him in exasperation.
Those memories will perhaps fade with time but Dada, thank you for everything. Thank you for spending some time with us and for teaching us how to laugh even when everything around seemed so difficult. Thank you for your crazy dance and song routines and most of all thank you for your wonderful journalism.

Govt. approves construction of Martyrs’ Memorial
ITANAGAR, Nov 29: The Arunachal Pradesh government has approved construction of a martyrs’ memorial in Itanagar as a mark of respect to the soldiers who laid down their lives for the sake of the nation.

ITANAGAR, Nov 29: The Arunachal Pradesh Civil Service Officers Association (APCSOA) has welcomed the decision of the state cabinet headed by chief minister Nabam Tuki to consider two of its five demands, which included posting of senior most APCS officer as additional secretary to government and providing of vehicles on soft loan to APCS cadres at appropriate level. These demands had been pending with state govt since 2007.
The APCSOA had earlier decided to launch democratic protests in support of its 5 points demands submitted to the state government on October 25 this year. The cabinet decision to consider the two points demands, to begin with, is a positive and encouraging step to streamline and boost the state civil administration. Such positive initiative by the present government will surely improve better governance for overall development of the state, the association stated in a press release.
Further, association remembered the contribution of high level committee headed by Tape Bagra, Commissioner (Tax & Excise) and his team of officers, for taking pain to study and examine the various demands at length and submitting its report with suitable recommendations to govt in stipulated time period for consideration. The association expressed confident that govt and concerned authority will expedite the process for implementing the cabinet decision in letter and spirit at the earliest. Further, the APCSOA urged the govt, to consider and accept the report and recommendation of the high level committee to address the demands/grievances of the APCSOA in toto and also implement the recommendation of the Enquiry Committee in the case of physical assault of APCS Officers during Panchayat Raj Election'13.

APPDSU expresses concern over supply of ‘expired’ medicine
ITANAGAR, Nov 29: The All Papum Pare District Students Union (APPDSU) has made serious allegation of supplying expired medicines to Leporiang Public Health Centre(PHC) allegedly by the health department official of Papum Pare district.
The members of APPDSU recently visited the said PHC and discovered various problems which are plaguing the health centre. The union claimed that most of the medicines supplied from DMO office has either expired or are on the verge of expiring.
“As per the information and evidence collected from the PHC it is clear that authorities have supplied expired medicine to Leporiang primary health centre. Some of medicines which was supplied on 8th November 2013 and received by the medical staff on the same date was found expired. The majority of medicine was on the verge of expiring shortly. For example, some medicine had manufacturing date of July 2012 with expected expiry date of June 2013,” stated APPDSU.
They urged concern department to cancel trading license of those medicine suppliers responsible for such crime at the earliest. The union has expressed doubt over how far Govt. of Arunachal Pradesh is implementing Indian Public Health Standards (IPHS) guidelines for Primary Health Centres in Papum Pare District. Citing example of Leporiang PHC, the APPDSU claimed that said PHC does not have proper accommodation for officer, nursing staff, pharmacist, laboratory technician and other staffs. They also added that in violation of guideline, there is not a single OPD room at Leporiang PHC. Likewise union cited numerous other shortfalls and slammed the lackadaisical attitude of DMO office in this regard.
Further members of APPDSU also visited the Govt. Secondary School Leporiang. During the visit they came to know that school is running without adequate number subject teacher. They have appealed to DDSE Papum Pare to post Science and Hindi teacher in the school immediately. It was also informed to visiting team that the school has been supplied inadequate numbers of text book and uniform.

The angry mob then, in a bid to meet its demand, vandalized the police station and tried to take out the accused.

The Echo Park at Cherrapunji initiated by the Chairman and Project Director DRDA and inaugurated by the Chief Minister of the state as reflected in the Foundation Stone at the site stands as the glaring example for what we can do in our own state. No matter whatever may be the guideline, all is well there so long the asset continue to attract beeline visitors to earn revenue from dawn to dusk to maintain itself and fetch revenue for the state Govt. as well since inception. The local people there are quite people friendly to cater mouth watering local food with varieties of option to pick from and even local dresses are made available on payment for photo shots. The people there have a high civic sense and plantation areas are never spoiled or encroached even dwelling thickly at hand handshaking distance in the crowded town. Tourists and outsiders don’t mind paying the check gates fees for the visit and what they love most is congenial atmosphere given to them in all places to spend their paid time whole heartedly. Such Echo Parks on that line can be opened up in many parts of the state.
No doubt efforts have been in this direction and crores of rupees have also been pumped in for the development for the important sector mainly for creating infrastructures in many places involving huge expenditure mostly in unwanted locations and left abandoned to rot in solitude. One such glaring example of one at Roing has been rightly pointed and depicted by journalist Taba Ajum in a local daily. The abandoned assets mostly on roadside are eyesore to many an onlookers to see it for perverted purposes without any return to the Govt. What we want is not a shared, distributed and retarded tourism but selective, feasible and viable tourism basing on a comprehensive blueprint for any region of the state backed by strong will and determination to a particular project through monitoring and supervision at all level without which things get loosened up. In West Siang, the place like Menchuka can be one of the sought after destinations by a mere massive plantation drive, the Bahadur Hill on the top of Aalo town can be converted to an Echo Park to be a potential resort to have a panoramic view of Aalo town and Malinathan in Likabali still continue to cry for more caring. The flow of tourists during the festivals and festivities are welcoming trend to take our culture global but they also look out for destinations where they want to spend their spare time but these are hard to come by due to our limitations. Like any tourism rich parts of our country we need to inculcate a high civic sense, friendly atmosphere and hospitality in our endeavour towards promoting tourism so that free human heart and spirit sail along smoothly without any obstruction or enforcement of law.
The diminishing civic sense, growing indiscipline among the derailed youth, negative thought pattern, individualism and above all our lack of commitments for all good causes pose serious threat to our planning process and need to be addressed in a focused manner. Even if we open a good park, the sight of a group of gossiping boys and girls with beer bottles in their hands can scare anyone even without direct intimidation also. Women Welfare Society need to come up in a more proactive manner to give direction to fast growing number of girls who are missing their tracks as one such is potent enough to spread venom for hundreds within no time and any indecency in the street, public places and easy outreach to them need restrain as it sometimes even lead to crime against girls. We should feel the prick and pinch of conscience and vibrant moment should emerge from deep inside our social frame work so as to reform the existing thought pattern in the making of a better Arunachal.
The “Green Bonus” to Govt. of Arunachal by the centre in recognition for maintaining the greeneries and substantiate the revenue loss to make it greener is quite encouraging. Thanks to the marvelous way of nature to bestow such greenery and fertile soil that enhances not only sustenance through extensive faming but fast growth rate of plants despite massive deforestation in the name of jhum cultivation and human habitation.

400 farmers get benefits under NFSM
YINGKIONG ON, Nov 28: The department of agriculture in coordination with PRI representatives and district administration distributed agricultural inputs and incentives to the farmers of few selective villages of Upper Siang district during the last few days on cluster basis under the National Food Security Mission (NFSM).
The team of officers comprising Okang Tamuk, DAO, RD Singh, ADO, Menya Ete, ADO Yingkiong in presence of Nobeng Burang, ZPM, Jengging Anchal Block and O Pertin DIPRO, distributed inputs and incentives to 59 farmers at Bomdo village on November 19 and 50 farmers at Gosang on November 25.
The team of officers in presence of Bading Teng, ZPM Yingkiong Anchal Samity block distributed the similar items to 45 farmers of Gette on November 20 and 85 farmers at Pugging on November 23 last.
The distribution function ended at Koying area WRC of Simong village on November 27 last where 161 farmers got the inputs and incentives in presence of Tapik Pertin SDO (Sadar), Bading Teng, ZPM, Nyokgon Nitik ZPM.
The distributed items included spray machines, weedicide, urea, insecticides, vitamins and cash amount of Rs. 1500 to each farmer.
All total 400 farmers have benefited under NFSM programme this year.
The officers and ZPMs on duty advised the farmers to increase the agricultural food products by implementing the provisions of the NFSM with the latest technological products and mechanization stressing that every household must have food security.
Few days before the distribution, officers RD Singh and Menya Ete as resource persons conducted training/ workshop on cluster demonstrations on inputs and incentives for better, quantitative and qualitative agricultural products. Both the officers explained the provisions and objectives of the NFSM and the farmers responded the training course positively.
Deputy Commissioner L Borang appreciated the overall performance and achievements of the department officers and PRI representatives, particularly the ZPMs for judicious distribution thereby making the schemes percolate down to the targeted people. DIPRO

AdiSU organizes bike rally to generate awareness on drugs, alcohol abuse
ITANAGAR, Nov 20: More than 300 students under the banner of Adi Students Union (AdiSU) took out a bike rally in and around Pasighat township to create awareness among public about social evils like, drug and alcohol abuse, reckless driving, domestic violence, polygamy, human trafficking etc.
The rally was flagged off by ABK (Hqs) Secretary Tabung Ering and culminated in Doying Gumin Hall where a formal meeting was held.
Addressing the gathering, Ering expressed grave concern over the rising incidence of road accident in Pasighat and advised the students to obey the rules on the road and avoid reckless driving.

Hand tools distributed to farmers
ITANAGAR, Nov 29: Advance and gender friendly hand tools for horticulture progressive farmers, especially orange growers of East Siang district were distributed by Agri/Horti, Animal Husbandry and Veterinary etc. Minister Setong Sena during the Kisan Mela organised at CHF, CAU, Pasighat on November 27.
The tools include modern lopper, telescopic tree pruner and modern fruit harvesters. Altogether 102 modern tools were distributed.
The tools funded by National Horticulture Board, GoI, were distributed under the aegis of a new state mission called Arunachal Pradesh Horticulture Research and Development Mission (APHRDM) under Department of Horticulture launched by the Government of Arunachal Pradesh for modernising horticultural growth in the State.
The programme benefitted 31 orange growers of East Siang district.
Earlier, 50 orange growers from West Siang districts were benefitted under the same programme held at ICAR, Basar and the State government is planning to cover more farmers from other orange growing districts to usher orange revolution in the State and make the State an exclusive Orange Belt in north east region.
“Like modern weaponry to soldiers, modern horticulture tools enhance the efficiencies of farmers and saves time and energy, which is very important especially in the pace of growing shortage of manual labours for farm activity. As Arunachal Pradesh has huge potentiality in fruit production, provision of best tools to fruit growers is high priority of the State government,” stated Egam Basar, Mission Director, APHRDM, in a release.

Why in a hurry
Dear Editor,
It is being learnt that APPSSCCE (main) exam will be start from 10th January 2014.
If it is true, we would like to say something in this regard. Around 98 rejected
candidates were allowed to appear in the APPSSCCE (prelim) exam. Itanagar bench of
high court has already asked commission to declare their result. But commission did
not respond to court order and now the case is back in court. If this time also high
court gives the same judgment, many from rejected candidates will definitely clear
the prelims exam. In that situation what commission will do? Will the commission
conduct separate mains exam for those candidates-
We don’t understand why the commission is in a hurry to conduct the main exam when case is still in the court. Why commission is after DN College as venue for the said exam as in the month of February many school will be vacant on the account of completion of exam.
Our only concerns is that let the problem be sorted out first then proceed to next step, otherwise this problem may create complication at the time of final result of the said exam and ultimate sufferer will be the aspirants.
If we remember because of court issue in 2003 APPSC exam, the appointment letter of 100 selected candidates were withheld for few months. So this should not happen this time again and aspirants should not suffer for commission’s ego and rejected candidates.

What happened to vacant posts?
Dear Editor,
Through the column of your esteemed daily I would like to bring to the kind notice
of authority concerned that in the month of June 2011 some vacant posts in various
categories under the Department of Textile & Handicrafts were advertised for filing
up through open competitive examination. But it is unfortunate that even after lapse
of more than two years there is no sign of conducting the written exam. We had submitted
duly filled up application form in prescribed format for the vacant posts (the last
date being August 8, 2011) along with examination fee of Rs. 25/-
Now, I wish to know if the concerned dept has any plans to conduct the written examination or have they filled up those vacant posts through other means of recruitment. This sort of delay in recruitment process is frustrating the aspiring candidates.
Therefore, it is my earnest appeal to the Authority Concerned to look into the matter and at the same time make a humble request to the Minister (Textile & Handicrafts) to kindly intervene and initiate appropriate steps to facilitate in conducting the much awaited written exam at an early date.

MAC is not secessionist
Dear Editor,
Let me write this first, the demand for Mon Autonomous Council (MAC) is not secessionist and we are not asking for separation from Arunachal. We are just demanding autonomy in "local self governance."
To demand this status is our constitutional right. No one can raise a voice against it. If you don't like the demand, then ask your elected representatives to vote against it in the state legislature.
To call us traitor, infact, makes our decision to demand and have autonomy even more strong. Let me tell you, Monyul will remain a part of Arunachal even after getting autonomy. You people need not fear about territorial integrity. I would, rather advise you to focus your energy on the vexed Nagalim issue, which has a greater chance of destroying the territorial integrity of Arunachal Pradesh.
We have been accused of working at the behest of Tibetans. Let me be clear here that none of our leaders who are spearheading the campaign for MAC is a Tibetan. I would like you to show evidence before passing such comments. Tibetans have nothing to do with MAC.
MAC is not designed to destroy the so called unity among the tribes. MAC is for the sole purpose of safeguarding the culture, religion and the Mon society which is currently under immense pressure from outside influences. We can talk about safeguarding our culture because we have done so for hundreds of years when we had nothing to do with the forces we have to deal with now.
Next, let’s acknowledge that Arunachal Pradesh is a recent creation and while we are proud Arunachalees but we are Mon first. We were brought under one administrative unit only recently, up until the 1950s we were pretty much an independent people before the Indian government established itself in Monyul, on the other hand most of Arunachal was already well under the India, Pasighat being an example which was established during the British Raj.
I would further like to add that naysayers can keep on saying "NO TO MONYUL", but
the truth is that they don't make decisions. If they are against the MAC, they should
ask their representatives that how the resolution was passed unanimously in the state
legislature. Let's not be emotional. MAC is the need of the hour for Mons. We have
every right to govern ourself, while still being a part of Arunachal. People have
been saying that Mon region is quite developed, I would like to bring to their notice
that all these developments that they talk about was during the Chief-
As stated earlier, our aim is not for separating from the state but having autonomy in the local governance of our people. The wider administration like PWD, RWD, Police, etc shall be the domain of Govt. of Arunachal Pradesh even after MAC is formed.
Lastly, Mon belongs to us and only we have the right to decide what we want. We won't waive our right just because some people are being emotional and calling us traitor.

Cause of concern
The report of severe outbreak of malaria and jaundice from Longding district is cause of extreme concern for the state. Reportedly the outbreak has wreaked havoc in Longding district. Unconfirmed report says that many people have died due to suspected malaria, jaundice and typhoid in upper Wancho area of Longding, Pumaow and Pongchau circles. It is surprising, how the health department officials failed to react to the situation at the first instance. Why there has been delay in responding to such outbreak? It is the duty of local medical officials and administration to alert higher authority in case of massive outbreak of deadly disease.
There have been lapses on the part of local administration which resulted in delayed response. However lately while responding to the crisis the govt of Arunachal have detailed a medical team of specialists from General Hospital Pasighat lead by Dr J Gebi and Dr T Siram along with paramedics to take fresh stocks of medicines to the district and render treatment to the affected people. Health Jt Director (Malaria) Dr Hage Taki, SPO (NVBDCP), has also been directed to move immediately to Longding with laboratory experts. A medical team from the Arunachal State Hospital too will visit the affected places. Hope these actions will yields some result and save precious life.
