Multi-purpose stadium in memory of Indrajit Namchoom

ITANAGAR, Nov 29: Arunachal Pradesh Chief Minister Nabam Tuki today announced construction of a multi-purpose stadium in memory of former minister Indrajit Namchoom, who died on October 24 at a private hospital in Kolkata after prolonged illness.

Taking part in obituary reference of Namchoom during the day-long special session of the assembly conducted on the occasion of President Pranab Mukherjee's visit to the state, Tuki said Namchoom's death created a void in the state.

A footballer from the state, Namchoom, represented the country in the Youth Asian Soccer Tournament held at Saigon, Vietnam in 1964.

He was born in 1947 at Chowkham in Lohit district.

After completing education from the Cotton College, Guwahati, and started his career as a Circle Officer and retired as Secretary, Legislative Assembly in 1994. His political innings started in 1994 when he was elected to the Assembly. He was re-elected in 1999 and was appointed as Chairman of Public Accounts Committee and later made the Minister of Youth & Sports. PTI

 

Chalo Loku celebrated at Namdapha jungle camp

MIAO Nov 28: One must safeguard and preserve the rich cultural heritage, said Miao ADC T T Mara while speaking as chief guest of the maiden Chalo Loku celebration at Namdapha Jungle Camp on November 25 last.

He praised the organizing committee led by P Khoisia, T Lammaty and D Lowang for organizing the festival with great enthusiasm and cultural fervor.

The main highlight of the celebration was the bamboo dance in which invitees enthusiastically participated.

The festival was attended by District Congress president Sethai Sena as guest of honour, public leaders, officers and officials.

 

DBC holds seminar

ITANAGAR, Nov 29: The department of political science, Don Bosco College, Itanagar conducted a one day seminar on the topic “Student’s movement in Arunachal Pradesh with special reference to AAPSU” yesterday.

The students of BA III year presented papers.

The seminar was conducted under the supervision of assistant professors Mebo Pertin, Dr Romeo Dupak, Mihin Lali and Pdianghun K.

Assistant professor, DNGC, Kago Gambo acted as the resource person on the occasion.

 

Ravindran’s death mourned

ITANAGAR, Nov 29: Parliamentary Secretary (Environment and Forest) CT Mein has expressed sadness over death of veteran journalist V Ravindran. Remembering his service towards welfare of state, Mein called him true Arunachalee in every sense. He prayed for eternal peace of the departed soul.

The CEC, CoSAAP has deeply mourned the premature demise of Ravindran and said that the service rendered by him would always be remembered by the people of Arunachal Pradesh.

Describing the journalist’s death as a great loss to the media fraternity of the state, CoSAAP said the vacuum created by his would be difficult to fill in.

The CEC members of CoSAAP observed two minutes silence and prayed for eternal peace of the departed soul.

Expressing grief and shock over sudden demise of Ravindran, former MP Kiren Rijiu said, “I started my active political life in close co-ordination with people, like Ravindran Nair, PB Dasgupta and Pradip Kumar. My relation with Ravindran was both as a political leader and human being.”

“May almighty god rest his soul in eternal peace.”

 

Lok Adalat disposes 11 cases

AALO, Nov 29: Eleven cases of various natures were settled in the Lok Adalat conducted by West Siang District Legal Services Authority (DLSA) to mark the National Lok Adalat Day at district Keba Dere here on November 23.

EAC cum Member Secretary of DLSA Liyi Bagra highlighted the concept and significance of conducting such Lok Adalat and encouraged the participants and the people of West Siang to avail the advantages of cheap and quick means of justice delivery system.

The bench of the Lok Adalat comprised of Tage Halley, CJM-cum-CJ (Sr. Div.) as Presiding Officer, Advocate Todak Ado, Advocate Minrik Noshi, Hoksum Ori NGO representative disposed of five criminal and six bakijai cases out of 38 cases taken up. Rest of the cases could not be disposed of due to either absence of complainants, accused or both parties or their disagreement to settle the cases in Lok Adalat. DIPRO

 

PHED team visits epidemic affected areas

ITANAGAR, Nov 29: A PHED team led by the district consultants of Longding and Khonsa visited the epidemic affected areas of Longding and collected water samples from different sources to examine the quality of water.

The team provided bleaching powder and chlorine tablets to the villagers and advised them to practice hygienic way of life to avoid water-borne diseases.

The villagers were also given water testing kits.

 

APPC celebrates National Pharmacy Week

ITANAGAR, Nov 29: Arunachal Pradesh Pharmacy Council (APPC) celebrated 52nd National Pharmacy Week 2013 at Arunachal State Hospital (ASH), Naharlagun yesterday with theme, “Pharmacist: A Healthcare Professional”.

In his speech, Director of Health Services Dr. Kartik Nishing appreciated the noble initiative taken up by APPC and advised the patients to get maximum benefit from this event.

Many registered pharmacists regardless of various professions and services joined along with APPC in the celebration.

ASUCC-I writes to SBI

ITANAGAR, Nov 29: Apatani Students’ Union Capital Complex, Itanagar (ASUCC-I) has requested the State Bank of India (SBI) to make available new bank account opening forms at its Ziro branch and to open more ATM booths in the township.

In its letter addressed to the bank’s Additional General Manager, regional office, Itanagar, it said, due to the shortage of new account form, student community are facing lots of difficulties to open new bank accounts as the director of higher and technical education has made it mandatory for all the students to open bank account so as to deposit their scholarship money and stipend through net banking system.

Demanding for more ATM booths in the township, it said, the lone ATM booth installed in the town cannot meet the demand of its huge population.

Meanwhile, the union in a letter to the Director of School Education has reminded him for posting of science teachers at Government Higher Secondary School, Hija.

Claiming that the school doesn’t even have a single science teacher, ASUCC-I threatened to launch democratic movement if the demand is not fulfilled.

 

AAPWU reminds CM of its 9-point demands

ITANAGAR, Nov 29: All Arunachal Pradesh Workers’ Union (AAPWU) has submitted a memorandum to the Chief Minister reminding him of various demands of the union for early fulfillment.

AAPWU’s nine-point demands included timely release of staff salaries of casual/contingency workers and release of Ad-hoc bonus for the year 2009-10, appointment under compassionate ground, reservation of 75percent seat in category of group C & D post in favour of contingency/casual workers and establishment of labour court in the state, among others.

 

AKKDSU demands exemplary punishment for murderers of Bomjen

ITANAGAR, Nov 29: All Kurung Kumey District Students’ Union (AKKDSU) has demanded the authority concerned to give exemplary punishment to the culprits involved in the murder of Bomjen Gapak.

Also urging all the students unions, various organizations and NGOs to support the cause, it said, we need to discourage such system to ensure free and fair speedy judicial process.

 

ASF reiterates demands

ITANAGAR, Nov 29: Arunachal Students Federation (ASF), on behalf of the people of Pakke-Kessang affected by the Trans-Arunachal Highway, in a representation to Chief Secretary, has reiterated the demand for reassessment of the properties demarcating with proper chainage numbers and immediate payment of compensation to the affected people.

While expressing its strong resentment over non-fulfillment of the demands, despite assurance, the ASF demanded termination of all the officers and officials, who are found guilty of misappropriating fund, for meting out unnecessary harassment to the land affected people, failing which the ASF threatened to launch democratic movement.

The ASF in its letter to the CS claimed that the administration in a meeting with the affected people on October 19 in presence of LRSO and the Zilla Parishad Members had assured to fulfill the demands within 20 days.

However, the assurance remained unfulfilled, it rued.

 

Ultimatum to administration

ITANAGAR, Nov 29:  Nyishi Students' Union-Upper Subansiri Unit and All Nyishi Youth Association-Upper Subansiri Unit (ANYA-USU), in a joint memorandum, have demanded the Upper Subansiri Deputy Commissioner to arrest the co-accused in Junti Lomdak murder case and suspension of the in-charge of the police patrolling team of that fateful night within seven days.

Earlier, the members of ANYA-USU, ANSU-USU, All Tagin Students’ Union (ATSU), District Student Union (DSU) organized a protest rally against the ‘weak’ District Administration demanding immediate arrest of the co-accused in the murder case. The students’ unions threatened to launch vigorous democratic movement, if their demands are not met within the given time period.

ITANAGAR, Nov 29: The 7th district level Cub Bulbul Utsav, 2013-14 was held at GSS, Kakling, Bomdila from November 20 to 22.

Various competitions, like cub greeting, bulbul tree, community song, KAA dance, first aids, quiz competition, storytelling, drawing, card making, musical chair, dram walk etc were organized among the cubs and bulbuls.

West Siang Deputy Commissioner AK Singh and Superintendent of Police V. Arya attended the valedictory function as a chief guest and guest of honour respectively. DDSE M Kadu and DAEO DW Kharma, were also present on the occasion.

150Cubs and Bulbuls of five schools were participated in the camp.

Out of the 17 schools, only 6 schools were qualified for the final round of the quiz completion. Govt. Higher Secondary School, Lumla emerged as the winner of the competition scoring 126 points and Govt. M E School, Mangnam came second with a narrow margin of 2 points.

Arunachal is integral and important part of India : Prez

ITANAGAR, Nov 29:  On one of the rare Presidential visits to this part of the country, President Pranab Mukherjee today asserted that Arunachal Pradesh is an integral and important part of the Northeast region of India and a core stake holder in country's 'Look East' foreign policy.

In comments that will be read with interest in Beijing, which lays claim over parts of the state, he said no longer should this region be considered remote.

"The Centre and the state government should together rapidly build the infrastructure linkages and connectivity with the rest of India that is required and this legislature and the people of Arunachal should extend every assistance possible to this venture," he said in his address to Arunachal Pradesh assembly.

China, which has raised disputes regarding India's sovereignty over Arunachal Pradesh, has of late upped the ante by issuing stapled visas to residents of the state in a bid to buttress its claim.

But the visits by Prime Minister Manmohan Singh some years ago and the President now are seen as an attempt by India to send a clear message to China that India has an unassailable sovereignty over the state.

The President said the country had a long-standing civilizational bonds with its neighbours in South and South East Asia as well as East Asia.

"The North East of India provides a natural bridge between us and South East Asia. The essential philosophy of our Look East Policy is that India must find its destiny by linking itself more and more with its Asian partners and the rest of the world," he said adding India seeks to make its neighbours as partners in development.

"We believe that India's future and our own best economic interests are served by closer integration with Asia...there is little time to be lost. Considering the huge pool of natural resources and the quality of its human resources, the North East of India has the potential of being an important investment destination and a centre for trade and business," he said.  He said there was a need to harness opportunities that were emerging from the rise of Asia and India’s growing economic integration of India with the region.

Mukherjee said it was a challenge for the state and the central governments to complete and commission all the hydel projects in the state so that the economy gets a quantum jump to become one of the richest states of the country.

"Since Arunachal Pradesh has common borders with three countries, the development of border areas is also vital and must receive our utmost attention," he said.

Addressing the 60-member assembly, he said, "The natural beauty of the state along with it being home to a diversity of cultures, religions and peoples has rendered it a special character within the Indian Union."

Arunachal Pradesh abounds in places of historical and cultural importance.

"It finds mention in the Puranas and the Mahabharata. It is believed that here Sage Parashuram washed away his sins, Sage Vyasa meditated, King Bhishmaka founded his kingdom and Lord Krishna married his consort Rukmini," he said, citing Arunachal's importance in the country's culture.

Mukherjee was given a guard of honour soon after his arrival at Itanagar and welcomed in the Raj Bhavan by a group of traditional artistes singing folk songs and dancing.

Scores of people including women and children were seen standing on the roadside and waving to greet the President as his entourage passed through.

Former President Pratibha Patil had visited the state in April 2009 and Prime Minister Manmohan Singh in January 2008.

Addressing lawmakers, he appreciated initiatives in fields like land reforms, education, social welfare, health, protection of forest and environment, panchayat raj and municipal corporation taken by the assembly for the development of the state.

"The emphasis laid by successive governments on faster and inclusive development under the guidance of this Legislature over the last 38 years has resulted in significant improvement in the quality of life.

"The state which started from almost zero literacy rate at the time of Independence is soon going to touch the national average," he said.

The Prime Minister's Package, which was announced on January 31, 2008, aimed at developing infrastructure including road and air connectivity is under speedy implementation here.

"It is a matter of joy that within couple of months the people of this state will get their first ever train in the state capital," Mukherjee said and congratulated legislators efforts in this regard.

Arunachal Pradesh has always recorded a relatively high percentage of voter turnout in every election.

"This shows the interest and political consciousness of the people of the state. This is very encouraging and further promotes the growth of parliamentary democracy," he said.

He said traditions of consultative decision-making have been prevalent in our country since the ancient times.

"In a similar manner, the people of this land have also ruled themselves through customary and traditional laws of respective tribes.

India today is recognised as a role model of a successful modern Constitutional parliamentary democracy. The fact that we are operating in a highly pluralistic and diverse society beset with myriad challenges is also well known, Mukherjee said.

"When we opted for parliamentary democracy as the governing model for free India, the world viewed us with skepticism, and even suspicion.

"But, we have proved the prophets of doom wrong and maintained our unity, established a highly successful democracy and registered rapid economic growth," he said.

The Parliament and Legislatures are the cornerstone on which rests the edifice of our democratic polity, he said.

"One of the basic objectives of a representative democracy is to see that governance is carried out keeping in mind the interests of the people and their needs and aspirations," the President said.

In a parliamentary democracy, the legislature represents the sovereign will of the people.

"Honourable members, being a representative of the people is a matter of privilege and a great honour. This privilege, however, carries with it great responsibility.

"Elected representatives have many roles to play and there are competing demands - from one's party, from the Assembly and from the constituency. The job of a legislator is seven days a week, no holiday or leisure. They have to be sensitive and responsive to the problems of the people and give voice to their grievances by raising them on the floor of the Legislature," he said.

They must act as the link between the people and the government, Mukherjee said.

The Legislative Assembly is a master of the Executive in the sense that the chief minister along with his Council of Ministers is accountable collectively and severally to the Legislative Assembly, he said.

Mukherjee called upon the Arunachal Pradesh Legislative Assembly to continue to maintain the highest standards of democratic practice and dedicate itself totally to the welfare of the people.

"May Arunachal Pradesh emerge as a land of grace and beauty, a shining jewel amongst the diverse states that make our wonderful country, he added.

Make NE centre for trade and business’

ITANAGAR, Nov 29:  Projecting availability of huge pool of natural resources and quality manpower, President Pranab Mukherjee today said the North East region has potential to be a key investment destination and a centre for trade.

"There is little time to be lost. Considering the huge pool of natural resources and the quality of its human resources, North East of India has the potential of being an important investment destination and a centre for trade and business.

"We must harness the opportunities that are emerging from the rise of Asia and India’s growing economic integration with the region," Mukherjee said in his first address to Arunachal Pradesh Legislative Assembly here.

No longer should this region be considered remote, he said.

"The Centre and the state government should together rapidly build the infrastructure linkages and connectivity with the rest of India that is required and this Legislature and the people of Arunachal should extend every assistance possible to this venture," said the President.

Mukherjee, who is on his maiden two-day visit to Arunachal Pradesh since becoming the President, asked the state and central governments to complete hydro power projects worth 46,000 mega watts in time.

"The state has a total hydropower potential of about 58,000 MW. I am happy to know that projects of almost 46,000 MW hydro-power potential have been allotted for development to central public sector undertakings and various independent power producers of which majority of allotment is for development of projects in joint sector with the state government.

"It is a challenge for the people and the state government of Arunachal Pradesh as well as the central government to ensure that these hydropower projects are commissioned in time and the economy of Arunachal Pradesh gets a quantum jump to become one of the richest states in the country," he said.

The biggest asset of India as an emerging global economic power is our talented, forward-looking and resourceful youth population, the President said.

"The people of the Arunachal Pradesh are fast in learning, adaptable to change, open in their outlook and technology-friendly.

"We need to collectively ensure that our youth are equipped with the best of skills and knowledge. They must be provided every opportunity possible to develop their innate talents and contribute to not just this state and country but the entire world," he said.

In his address to the 60-member assembly, Mukherjee said "there is nothing which can stand in the way of Arunachal Pradesh provided there is will and determination on the part of its people and leaders".

Asserting that legislatures were key to any decision making, Mukherjee suggested a good rapport between them and executives.Top of Form

The Legislative Assembly is a master of the Executive in the sense that the Chief Minister along with his council of ministers is accountable collectively and severally to the Assembly, Mukherjee said.

"The Executive can be unseated at any time by passing a resolution of 'No Confidence' in the state legislative assembly by a simple majority. Moreover, most of the instruments of governance are executed through appropriate laws passed by legislatures.

"The Executive’s dependence on Legislature is total and it is essential that legislatures are responsible and responsive to this huge task entrusted on it by the Constitution," said Mukherjee.

"No expenditure can be incurred by the Executive without approval of Legislature, no tax can be levied except by a law passed by the Legislature and no money can be withdrawn from the Consolidated Fund of the State without the approval of the Legislature.

"With the heightened complexity of administration and legislation, legislators must ensure adequate discussion and scrutiny before passing of legislation," he said.

"Our founding fathers dreamt of an India in which the three pillars of the State, namely, the legislature, the executive and the judiciary work in conjunction, exercising checks and balances on one another in a manner that ensures that its citizens can grow in an environment of freedom, justice and equality", he said.

Mukherjee also made a special mention for flora and fauna of the state.

Arunachal is the largest state area-wise in the north-east region with ever green forests covering 82 per cent of the state.

The state is inhabited by 26 major tribes and 110 sub-tribes who speak different dialects. At the same time, the state has the lowest density in the country of 17 persons per sq km, he said.

Arunachal Pradesh is home to more than 500 varieties of orchids, 500 indigenous species of medicinal plants, 115 species of Rhodendrons and 60 species of indigenous Bamboo," he said. PTI

 

 

Rest in peace, Ravi Da

Even when one is prepared, letting go of a person in all its finality is often the most difficult. No matter what, no one is fully ready for the final good bye.

The press fraternity in Arunachal had more or less been preparing themselves for the bad news since Ravi Da was in such precarious health but these are difficult days for each one of us who was in close contact with him.

Though he continued to work with usual dedication after the death of his wife, Ravi da was not the same person anymore. As time passed by, his condition deteriorated. Many in the Press Fraternity took it upon themselves to talk to him to care of himself but they had to finally resign because he was not someone who would listen to people. He decided for himself and no one was allowed to take decision on his behalf. Till the final moments, he exactly did that.

I met him for the first time in 2003 during one of the Legislative Assembly sessions. He shared notes with me even though he knew that I was just accompanying my boss to learn how to report the proceedings of the session. That moment stayed with me- because no one really has the time to teach you how to report on something so complicated and almost ritualistic legislative sessions.

Journalism fraternity is small in Arunachal and almost the same bunch went together everywhere. For young starters, Ravi Da obviously was the favourite since he never minded sharing information, if one asked.

Throughout his professional life, he was at the receiving end from some or the other people in the state who intimidated press personnel with all possible tactics. He had terrible experiences. He was beaten up not less than three times and his office destroyed because he reported what had to be reported. Despite all kinds of pressure from political higher ups, numerous unions and individuals, he and his publisher refused to be bogged down - inspiring many of his colleagues to do the same.

A staunch believer of freedom of expression, he continued to write and give space to others whose voice needed to be heard. He knew Arunachal  and how it functioned well enough and often he was saddened by what was happening in the state. He cared more about the state than most of those who were supposed to take care of its well being. The editorials he wrote are a vivid commentary on what was happening in the state. Those people who physically and verbally intimidated him would well remember that he never spoke harshly or said ‘no’ when they asked him not to write or report on certain subjects. But once the conversation ended, he would do exactly what he thought was the fact.

Among the press fraternity too he was one of the most trusted, because he always had a practical response. He would never let the younger lot down because he led by example.

He was also often the centre of jokes because we would often ask him to come up with a solution, since he experienced the most, both good and bad. Soft spoken with a roaring laughter, he always had the most practical solution. All the way from Kerela, he made Arunachal his home. When one asked him why he landed up in Arunachal, he would always give the most mysterious and mischievous smile. Even when the going was so difficult, he never left. Perhaps, it was his unconditional love for the state and its people.

Among many things, one memory that flashes in my mind is his hilarious dance steps and unbearably out of tune songs that not only made everyone laugh but dance and sing with him in exasperation.

Those memories will perhaps fade with time but Dada, thank you for everything. Thank you for spending some time with us and for teaching us how to laugh even when everything around seemed so difficult. Thank you for your crazy dance and song routines and most of all thank you for your wonderful journalism.

Govt. approves construction of Martyrs’ Memorial

ITANAGAR, Nov 29:  The Arunachal Pradesh government has approved construction of a martyrs’ memorial in Itanagar as a mark of respect to the soldiers who laid down their lives for the sake of the nation.

Chief Minister Nabam Tuki while attending a programme "Sarhad ko Swaranjali" at the I G Park here recently, had announced to build a memorial for the martyrs.

The cabinet in its Wednesday's meeting also approved constitution of a Food Commission in the state, government spokesman Nabam Rebia said in a statement here today.

It approved for up-gradation of the post of extra assistant commissioner of Doimukh and Kimin to SDO, besides upgradation of Deomali SDO headquarter to an independent ADC (additional deputy commissioner) headquarter.

The cabinet gave its nod for creation of a new circle headquarters at Sago under Basar sub-division in West Siang district, the statement said.

Apart from these, the cabinet approved creation of three posts of Joint Secretary and three posts of Additional Secretary to the government for administrative grade and senior administrative grade of APCS (Arunachal Pradesh civil service) officers respectively.

It approved creation of Rural Works Division for Anini, while the earlier RWD division created for Anini, but functioning from Roing, would be treated as transferred to Roing, the statement said. The cabinet also approved for establishment of a Police Station at Bana in East Kameng District, the statement added.

 

 

APCSOA hails cabinet decision

ITANAGAR, Nov 29: The Arunachal Pradesh Civil Service Officers Association (APCSOA) has welcomed the decision of the state cabinet headed by chief minister Nabam Tuki to consider two of its five demands, which included posting of senior most APCS officer as additional secretary to government and providing of vehicles on soft loan to APCS cadres at appropriate level. These demands had been pending with state govt since 2007.

The APCSOA had earlier decided to launch democratic protests in support of its 5 points demands submitted to the state government on October 25 this year. The cabinet decision to consider the two points demands, to begin with, is a positive and encouraging step to streamline and boost the state civil administration. Such positive initiative by the present government will surely improve better governance for overall development of the state, the association stated in a press release.

Further, association remembered the contribution of high level committee headed by Tape Bagra, Commissioner  (Tax & Excise) and his team of officers, for taking pain to study and examine the various demands at length and submitting its report with suitable recommendations to govt in stipulated time period for consideration. The association expressed confident that govt and concerned authority will expedite the process for implementing the cabinet decision in letter and spirit at the earliest. Further, the APCSOA urged the govt, to consider and accept the report and recommendation of the high level committee to address the demands/grievances of the APCSOA in toto and also implement the recommendation of the Enquiry Committee in the case of physical assault of APCS Officers during Panchayat Raj Election'13.

Reciprocating positive step taken by state govt, the association have resolved to postponed their decision to launch democratic protests.

 

 

APPDSU expresses concern over supply of ‘expired’ medicine

ITANAGAR, Nov 29: The All Papum Pare District Students Union (APPDSU) has made serious allegation of supplying expired medicines to Leporiang Public Health Centre(PHC) allegedly by the health department official of Papum Pare district.

The members of APPDSU recently visited the said PHC and discovered various problems which are plaguing the health centre. The union claimed that most of the medicines supplied from DMO office has either expired or are on the verge of expiring.

“As per the information and evidence collected from the PHC it is clear that authorities have supplied expired medicine to Leporiang primary health centre. Some of medicines which was supplied on 8th November 2013 and received by the medical staff on the same date was found expired. The majority of medicine was on the verge of expiring shortly. For example, some medicine had manufacturing date of July 2012 with expected expiry date of June 2013,” stated APPDSU.

They urged concern department to cancel trading license of those medicine suppliers responsible for such crime at the earliest. The union has expressed doubt over how far Govt. of Arunachal Pradesh is implementing Indian Public Health Standards (IPHS) guidelines for Primary Health Centres in Papum Pare District. Citing example of Leporiang PHC, the APPDSU claimed that said PHC does not have proper accommodation for officer, nursing staff, pharmacist, laboratory technician and other staffs. They also added that in violation of guideline, there is not a single OPD room at Leporiang PHC. Likewise union cited numerous other shortfalls and slammed the lackadaisical attitude of DMO office in this regard.    

Further members of APPDSU also visited the Govt. Secondary School Leporiang. During the visit they came to know that school is running without adequate number subject teacher. They have appealed to DDSE Papum Pare to post Science and Hindi teacher in the school immediately. It was also informed to visiting team that the school has been supplied inadequate numbers of text book and uniform.

 

 

PPA, ACS submit memo to President

ITANAGAR, Nov 29: The People’s Party of Arunachal (PPA) has urged the President of India for early deportation of Chakma and Hajong refugees from Arunachal Pradesh.

“Settlement of large number of Chakma and Hajong  refugees in different pockets of Arunachal Pradesh has caused serious demographic consequences as well as law and order problems. An early deportation of the illegal settlers through diplomatic initiatives with the Govt. of Bangladesh is urgently required, PPA said its memorandum submitted to President Pranab Mukherjee today.

On contentious stapled visa issue and repeated incursion by Chinese Army into the State, the party lamented that  despite numerous protests and representations have made, neither the Centre nor the authority of China had given any written assurance that such acts would not be repeated. Describing the Article 371 (A) as discriminatory in nature, PPA also urged the President for lifting it which provides special power to the Governor and “as a result of which, the people of the state are not in a position to plan and use their natural and cultural resources as per their requirement,” the memorandum said.The party also said that reckless and unplanned allocation of more than 200 power projects to various power developers has threatened the sanctity of the Inner Line Regulation Act of 1873. Further, the central govt.’s hydro power policy enacted in 2002 also deviated from its policy of protective development vis-à-vis the tribal people of the state, it said.

Meanwhile, Arunachal Civil Society (ACS) also submitted a three-point memorandum to the visiting President urging him to early solve the issue of staple visa issued to residents of Arunachal Pradesh by China, find an amicable solution to the vexed Arunachal -Assam boundary issue and also declare that Arunachal Pradesh is an integral part of India. ACS urged the President to clarify the issue in view of the China’s repeated claim over the territory of Arunachal Pradesh.

 

 

Murder accused held, angry mob vandalizes Deomali PS

ITANAGAR, Nov 29: In yet another shocking incident, an adolescent girl of about 11-12 years was strangled to death at Deomali in Tirap district on November 26 last.

According to OC PS Deomali SI K Baruah, the accused, Ngamwang Wangsu, a native of 12-mile under Khonsa Sub-Division, has been arrested, who has admitted his involvement in the crime.

The police team swung into action immediately after a missing report was filed on November 26 last and the body was recovered on the same day from a Nalah near the colony where the victim lived with her parents. The girl went missing on the previous day.

The accused, a helper in her neighbourbood, had allegedly kidnapped her the previous evening and strangled her when she started protesting.

“Post mortem has been done and there was no report of sexual misconduct,” informed the OC. Meanwhile, on November 27, on hearing the heinous crime committed to the young girl, about 3000 angry people reached Deomali police station and asked for the accused to be handed over to them.

The angry mob then, in a bid to meet its demand, vandalized the police station and tried to take out the accused.

“While they were trying to unlock the lock up and take away the accused, we had no other way but to open fire in the air to disperse the mob,” said Baruah while confirming that the police station was ‘extensively damaged’.

The angry mob had even tried to set the police station on fire.

“Some of the furniture and even the check post were set on fire,” the OC added.

The Tirap Progressive Society, while condemning the heinous crime and describing it a planned and cold-blooded murder, demanded that the accused should be given severest punishment the law prescribes for such crime.

The Society also condemned the police firing claiming that many people, including women and students, were seriously injured in the firing incident.

The society further appealed the chief minister to provide immediate relief to the parents of the deceased.

 

 

Chambang to get well-equipped health centre soon

ITANAGAR, Nov 29: The people of Chambang area are all set to get a well-equipped health facility in their doorstep, a foundation stone for which was laid in a simple function here on Wednesday. Rajya Sabha MP Mukut Mithi laid the foundation stone for rupees 5 crore worth primary health centre (PHC) in presence of Lok Sabha MP Takam Sanjoy, Palin-Chambang MLA Takam Pario, ADC Somcha Lowang and medical officer Dr Balang Lamgu among a host of other dignitaries.

To be constructed by the Kenge Construction, the health centre is expected to cater to more than 5000 villagers of Chambang and adjoining areas. Dedicating the PHC to the public, Mithi said the Congress led government in the centre and the state is  aware of the problems being faced by the denizens especially those residing in far flung area and putting sincere efforts to bring the health delivery system at every corner. To augment the PHC for better service, Sanjoy announced to donate an ambulance (Maruti Gypsy) shortly.

Kenge Construction proprietor Haa Tatu says he would not compromise with the quality and put his best effort for early completion so that it renders a better help to the ailing villagers.

Meanwhile, on the same day at general ground Panchayat leaders who were elected in PPA party have joined the INC. While welcoming them into the party fold, Mithi who’s also the Congress state party president told them to work dedicatedly. He stated that only Congress can ensure a stable and people friendly governance.

Garnering support for the local legislature and parliamentarian, Mithi stated that these two are working tirelessly in the development of the state and made a mark for themselves in a short span of time.

“Sanjoy is a dedicated leader and his contribution as a member of parliament is acknowledged even in other north eastern states. Pario, on the other hand, is a committed leader who is toiling day and night to bring schemes from the centre.

Sanjoy, former Palin-Chambang MLA, said though he is serving in bigger platform as a parliamentarian but his attachment with the people of Palin-Chambang have never diminished and convinced the people that he had not gone away from them.

“I’m the messenger between you and the centre. Though it is not possible to meet you constantly but through your legislature I leave no stone unturned to lay the grievances before Delhi and get the schemes,” Sanjoy stated.

Asking the public to be patient, he enthusiastically hopes that the area would see a tangible growth with the completion of PM’s mega package.

Pario said he would work with renewed zeal for the development of his constituency, consisting of 5 circles, with the joining of these PR leaders into his fold.

Tali MLA visits last border village

ITANAGAR, Nov 29: Tali MLA cum chairman Hydro Power Development Corporation Arunachal Pradesh Ltd Er Markio Tado recently visited Ralia village under Pip-Sorang circle which is the last village situated near Indo-China border. He was accompanied by host of Panchayat leaders and Congress leaders during the tour.

The team visited villages like Gyapin, Sangio, Rikmum, Hebak, Leepa, Nikbia, Raha, Bikya and Hakpuk. They found that these villages require proper development with emphasis on education and health sector. MLA Tado stressed that community participation is very much require for social upliftment. Most of the houses of said villages have been constructed by using wild banana leaves for roofing which is not durable. In order to address this burning problem, the local MLA assured to provide CGI sheets to the house hold of these remote villages. During the tour it was found that villages of Huma- Paye belt are very far away from Pip-Sorang circle headquarter. Due to hilly terrain it takes 3 days to reach by foot march from Huma- Paye area.

Hence, the Panchayat Leaders on behalf of the public submitted a memorandum for creation of Huma- Paye circle with its Headquarter at Rikmum. While responding to the memorandum for creation of Huma-Paye circle the local MLA assured to take up the case with the Govt of Arunachal Pradesh in due course of time.

 

 

Where Beauty Weeps to Grow

AALO, Nov 29: The feeling that emanates from visits to many places of North Eastern part and other potential tourist destinations of the country paints a pitiful picture about our own state where beauty weeps to grow despite being bestowed with bounties of natural greeneries and rich resorts to make it as one of the hot spots of tourist destinations in the country. The Echo Park at Cherrapunji initiated by the Chairman and Project Director DRDA and inaugurated by the Chief Minister of the state as reflected in the Foundation Stone at the site stands as the glaring example for what we can do in our own state. No matter whatever may be the guideline, all is well there so long the asset continue to attract beeline visitors to earn revenue from dawn to dusk to maintain itself and fetch revenue for the state Govt. as well since inception. The local people there are quite people friendly to cater mouth watering local food with varieties of option to pick from and even local dresses are made available on payment for photo shots. The people there have a high civic sense and plantation areas are never spoiled or encroached even dwelling thickly at hand handshaking distance in the crowded town. Tourists and outsiders don’t mind paying the check gates fees for the visit and what they love most is congenial atmosphere given to them in all places to spend their paid time whole heartedly. Such Echo Parks on that line can be opened up in many parts of the state.

No doubt efforts have been in this direction and crores of rupees have also been pumped in for the development for the important sector mainly for creating infrastructures in many places involving huge expenditure mostly in unwanted locations and left abandoned to rot in solitude. One such glaring example of one at Roing has been rightly pointed and depicted by journalist Taba Ajum in a local daily. The abandoned assets mostly on roadside are eyesore to many an onlookers to see it for perverted purposes without any return to the Govt. What we want is not a shared, distributed and retarded tourism but selective, feasible and viable tourism basing on a comprehensive blueprint for any region of the state backed by strong will and determination to a particular project through monitoring and supervision at all level without which things get loosened up. In West Siang, the place like Menchuka can be one of the sought after destinations by a mere massive plantation drive, the Bahadur Hill on the top of Aalo town can be converted to an Echo Park to be a potential resort to have a panoramic view of Aalo town and Malinathan in Likabali still continue to cry for more caring. The flow of tourists during the festivals and festivities are welcoming trend to take our culture global but they also look out for destinations where they want to spend their spare time but these are hard to come by due to our limitations. Like any tourism rich parts of our country we need to inculcate a high civic sense, friendly atmosphere and hospitality in our endeavour towards promoting tourism so that free human heart and spirit sail along smoothly without any obstruction or enforcement of law.

The diminishing civic sense, growing indiscipline among the derailed youth, negative thought pattern, individualism and  above all our lack of commitments for all good causes pose serious threat to our planning process and need to be addressed in a focused manner. Even if we open a good park, the sight of a group of gossiping boys and girls with beer bottles in their hands can scare anyone even without direct intimidation also. Women Welfare Society need to come up in a more proactive manner to give direction to fast growing number of girls who are missing their tracks as one such is potent enough to spread venom for hundreds within no time and any indecency in the street, public places and easy outreach to them need restrain as it sometimes even lead to crime against girls.  We should feel the prick and pinch of conscience and vibrant moment should emerge from deep inside our social frame work so as to reform the existing thought pattern in the making of a better Arunachal.

The “Green Bonus” to Govt. of Arunachal by the centre in recognition for maintaining the greeneries and substantiate the revenue loss to make it greener is quite encouraging. Thanks to the marvelous way of nature to bestow such greenery and fertile soil that enhances not only sustenance through extensive faming but fast growth rate of plants despite massive deforestation in the name of jhum cultivation and human habitation.

We all are hunters right from time immemorial and beautiful seasonal an migratory birds and animals associated with our mythology have been endangered to such an extent that  sometimes we ruminate over the past though they have taken quite cave of our mind. The green bonus is a dream comes true for all Arunachalees and the Govt is trying to move the wheel of development at the fastest pace but onus now lie with us to grease those development wheels for beauty and duty so that beauty do not weep to grow further in this beautiful land. Follow Buddha’s principles for peace: Tuki

ITANAGAR, Nov 29: Chief Minister Nabam Tuki, who attended the exposition of Lord Buddha’s Holy Relics at Gontse Gaden Rabgey-ling Monastery, Bomdila on Thursday advocated for adopting Buddha’s five principles also popularly known as “Panchsheel” for spreading love and world peace.

He was addressing a massive gathering of Buddhist followers at the monastery premises which also saw presence of Member of Lok Sabha Takam Sanjoy, Tourism & RWD Minister Pema Khandu, his principal advisor and Parliamentary Secretary PWD T N Thongdok, Parliamentary Secretary Hydro Power cum local MLA R T Khunjuju, Parliamentary Secretaries Jambey Tashi, Phurpa Tsering, Kumar Waii and Chairman APEDA Kumsi Sidisow among others.

While elaborating the panchsheel principles, Tuki said “ones should adopt non-violence, one should always speak truth and avoid telling lies, one should be generous and keep away from stealing, one should avoid sexual misconduct for building trust and respect in the family and finally one should avoid intoxication”.

“I wish to see happiness and joy in the faces of my people and I have a strong feeling that by invocation of sacred relics of Buddha in Arunachal Pradesh, it is sure to create a bond and mutual understanding amongst our brothers and sisters” the chief minister assertively said.

He extended his sincere gratitude to the Ministry of Culture and National Museum, New Delhi for allowing Buddha’s relics to be exposed to the believers for a period of one month.

Earlier, in his discourse to the followers, Rev. T G Rinpoche explained about the importance of the Buddha’s holy relics and stated that it was a rare and momentous opportunity that the people could see and seek the blessings of the holy relics.

While crediting CM Tuki for impressing the ministry of culture Government of India for allowing the relics to be brought to Arunachal Pradesh, TG Rinpoche on behalf of the entire Buddhist population extended heartfelt gratitude to Tuki. “Had the CM not given assurance to ensure all necessary security to the holy relics to the National Museum, we would have not got the opportunity to see and feel the holy relics” revealed T G Rinpoche to a thunderous applause.

Later CM and the MP released a book on Brief History of Establishment of Buddhism in Monyul written by former Minister Thupten Tempa before having a glimpse of the holy relics at the Monastery Library.

Tuki also inaugurated Ashva Gosh Library building in the monastery premises.

DC, SP, Director Sports, Additional Resident Commissioner, Former Minister Thupten Tempa and many others were also present on the occasion.

400 farmers get benefits under NFSM

YINGKIONG ON, Nov 28: The department of agriculture in coordination with PRI representatives and district administration distributed agricultural inputs and incentives to the farmers of few selective villages of Upper Siang district during the last few days on cluster basis under the National Food Security Mission (NFSM).

The team of officers comprising Okang Tamuk, DAO, RD Singh, ADO, Menya Ete, ADO Yingkiong in presence of Nobeng Burang, ZPM, Jengging Anchal Block and O Pertin DIPRO, distributed inputs and incentives to 59 farmers at Bomdo village on November 19 and 50 farmers at Gosang on November 25.

The team of officers in presence of Bading Teng, ZPM Yingkiong Anchal Samity block distributed the similar items to 45 farmers of Gette on November 20 and 85 farmers at Pugging on November 23 last.

The distribution function ended at Koying area WRC of Simong village on November 27 last where 161 farmers got the inputs and incentives in presence of Tapik Pertin SDO (Sadar), Bading Teng, ZPM, Nyokgon Nitik ZPM.

The distributed items included spray machines, weedicide, urea, insecticides, vitamins and cash amount of Rs. 1500 to each farmer.

All total 400 farmers have benefited under NFSM programme this year.

The officers and ZPMs on duty advised the farmers to increase the agricultural food products by implementing the provisions of the NFSM with the latest technological products and mechanization stressing that every household must have food security.

Few days before the distribution, officers RD Singh and Menya Ete as resource persons conducted training/ workshop on cluster demonstrations on inputs and incentives for better, quantitative and qualitative agricultural products. Both the officers explained the provisions and objectives of the NFSM and the farmers responded the training course positively.

Deputy Commissioner L Borang appreciated the overall performance and achievements of the department officers and PRI representatives, particularly the ZPMs for judicious distribution thereby making the schemes percolate down to the targeted people. DIPRO

 

 

Parl secy inaugurates office building

KHONSA, Nov 29: DoTCL and SWWCD Parliamentary Secretary Yumsen Matey inaugurated the office building of Horticulture Department at Lazu on November 27 amidst a huge gathering.

In his inaugural address, Matey said that he was trying his best to bring in all round development in Lazu area and urged the people to extend their fullest co-operation adding that without people’s active participation nothing worth-while could be achieved. The Parliamentary Secretary, who is also the local MLA of Lazu, urged the people to co-operate with the executing agencies of the government so that the funds were utilized judiciously for the welfare of the people.

He asked the parents to accord top priority to their children’s education for all round development of the society.

In his speech, Tirap Deputy Commissioner Kamlesh Kumar Joshi asked the people to check land encroachment in and around Lazu Township adding that if encroachment was not checked now it would be difficult for future expansion of the township. He asked the people to shun opium as it had the potential to ruin the economy of the area besides creating human sufferings.

All the chiefs, GBs and PRI leaders also spoke on the occasion and appreciated Matey for his development initiatives in Lazu area.

The inaugural function was attended by CO. Lazu NL Naam, HoDs and public. It may be added here that Lazu was recently upgraded to EAC headquarters from CO HQ. It is situated in the borders of Myanmar and so is treated as sensitive.  Matey has been credited for creating a number of permanent infrastructures in Lazu after he became an MLAS.  DIPRO

 

 

AdiSU organizes bike rally to generate awareness on drugs, alcohol abuse

ITANAGAR, Nov 20: More than 300 students under the banner of Adi Students Union (AdiSU) took out a bike rally in and around Pasighat township to create awareness among public about social evils like, drug and alcohol abuse, reckless driving, domestic violence, polygamy, human trafficking etc.

The rally was flagged off by ABK (Hqs) Secretary Tabung Ering and culminated in Doying Gumin Hall where a formal meeting was held.

Addressing the gathering, Ering expressed grave concern over the rising incidence of road accident in Pasighat and advised the students to obey the rules on the road and avoid reckless driving.

While highlighting the aims and objective of the awareness campaign, AdiSU General Secretary Obuk Gao cautioned the shopkeepers not to sell tobacco and tobacco products like gutkha, and alcohol to students and minors. He appealed to the society to ex-communicate those persons, who indulge in selling and cultivation of poppy (opium), bhang/ganja and drugs ect. He urged the authority to award exemplary punishment to those who are found involved in such illegal activities.

Stating that the movement against social evils in Arunachal Pradesh has already started under the aegis AdiSU, AdiSU president Sokun Siboh appealed to all student unions of the state to organize similar programme for eradication of such evils practices from society.

The second mass rally would be conducted at Yingkiong in Upper Siang district in December. A  series of school to school campaign would also be organized covering Adi belts from December, the AdiSU release informed.

Students from JNC, DGC and Horticulture College participated in the rally.

 

 

Hand tools distributed to farmers

ITANAGAR, Nov 29: Advance and gender friendly hand tools for horticulture progressive farmers, especially orange growers of East Siang district were distributed by Agri/Horti, Animal Husbandry and Veterinary etc. Minister Setong Sena during the Kisan Mela organised at CHF, CAU, Pasighat on November 27.

The tools include modern lopper, telescopic tree pruner and modern fruit harvesters. Altogether 102 modern tools were distributed.

The tools funded by National Horticulture Board, GoI, were distributed under the aegis of a new state mission called Arunachal Pradesh Horticulture Research and Development Mission (APHRDM) under Department of Horticulture launched by the Government of Arunachal Pradesh for modernising horticultural growth in the State.

The programme benefitted 31 orange growers of East Siang district.

Earlier, 50 orange growers from West Siang districts were benefitted under the same programme held at ICAR, Basar and the State government is planning to cover more farmers from other orange growing districts to usher orange revolution in the State and make the State an exclusive Orange Belt in north east region.

“Like modern weaponry to soldiers, modern horticulture tools enhance the efficiencies of farmers and saves time and energy, which is very important especially in the pace of growing shortage of manual labours for farm activity. As Arunachal Pradesh has huge potentiality in fruit production, provision of best tools to fruit growers is high priority of the State government,” stated Egam Basar, Mission Director, APHRDM, in a release.

The tool distribution programme was also attended by Nalong Mize, OSD to the minister, T Tatung, MD and his team of officers from AP Horticulture Marketing and Processing Board, besides B Apum, DHO, Pasighat,

Why in a hurry

Dear Editor,

It is being learnt that APPSSCCE (main) exam will be start from 10th January 2014. If it is true, we would like to say something in this regard. Around 98 rejected candidates were allowed to appear in the APPSSCCE (prelim) exam. Itanagar bench of high court has already asked commission to declare their result. But commission did not respond to court order and now the case is back in court. If this time also high court gives the same judgment, many from rejected candidates will definitely clear the prelims exam. In that situation what commission will do? Will the commission conduct separate mains exam for those candidates- one main exam from 10th January and one for those rejected candidates.

We don’t understand why the commission is in a hurry to conduct the main exam when case is still in the court. Why commission is after DN College as venue for the said exam as in the month of February many school will be vacant on the account of completion of exam.

Our only concerns is that let the problem be sorted out first then proceed to next step, otherwise this problem may create complication at the time of final result of the said exam and ultimate sufferer will be the aspirants.

If we remember because of court issue in 2003 APPSC exam, the appointment letter of 100 selected candidates were withheld for few months. So this should not happen this time again and aspirants should not suffer for commission’s ego and rejected candidates.

What happened to vacant posts?

Dear Editor,

Through the column of your esteemed daily I would like to bring to the kind notice of authority concerned that in the month of June 2011 some vacant posts in various categories under the Department of Textile & Handicrafts were advertised for filing up through open competitive examination. But it is unfortunate that even after lapse of more than two years there is no sign of conducting the written exam. We had submitted duly filled up application form in prescribed format for the vacant posts (the last date being August 8, 2011) along with examination fee of Rs. 25/- only (for APST candidates) but to our utter dismay till today the Dept, has not yet issued any call letters to us. It seems that ' the advertised posts have vanished in thin air. It is not understood why the dept concerned is taking so much time to conduct examination.

Now, I wish to know if the concerned dept has any plans to conduct the written examination or have they filled up those vacant posts through other means of recruitment. This sort of delay in recruitment process is frustrating the aspiring candidates.

Therefore, it is my earnest appeal to the Authority Concerned to look into the matter and at the same time make a humble request to the Minister (Textile & Handicrafts) to kindly intervene and initiate appropriate steps to facilitate in conducting the much awaited written exam at an early date.

MAC is not secessionist

Dear Editor,

Let me write this first, the demand for Mon Autonomous Council (MAC) is not secessionist and we are not asking for separation from Arunachal. We are just demanding autonomy in "local self governance."

To demand this status is our constitutional right. No one can raise a voice against it. If you don't like the demand, then ask your elected representatives to vote against it in the state legislature.

To call us traitor, infact, makes our decision to demand and have autonomy even more strong. Let me tell you, Monyul will remain a part of Arunachal even after getting autonomy. You people need not fear about territorial integrity. I would, rather advise you to focus your energy on the vexed Nagalim issue, which has a greater chance of destroying the territorial integrity of Arunachal Pradesh.

We have been accused of working at the behest of Tibetans. Let me be clear here that none of our leaders who are spearheading the campaign for MAC is a Tibetan. I would like you to show evidence before passing such comments. Tibetans have nothing to do with MAC.

MAC is not designed to destroy the so called unity among the tribes. MAC is for the sole purpose of safeguarding the culture, religion and the Mon society which is currently under immense pressure from outside influences. We can talk about safeguarding our culture because we have done so for hundreds of years when we had nothing to do with the forces we have to deal with now.

Next, let’s acknowledge that Arunachal Pradesh is a recent creation and while we are proud Arunachalees but we are Mon first. We were brought under one administrative unit only recently, up until the 1950s we were pretty much an independent people before the Indian government established itself in Monyul, on the other hand most of Arunachal was already well under the India, Pasighat being an example which was established during the British Raj.

I would further like to add that naysayers can keep on saying "NO TO MONYUL", but the truth is that they don't make decisions. If they are against the MAC, they should ask their representatives that how the resolution was passed unanimously in the state legislature. Let's not be emotional. MAC is the need of the hour for Mons. We have every right to govern ourself, while still being a part of Arunachal. People have been saying that Mon region is quite developed, I would like to bring to their notice that all these developments that they talk about was during the Chief-Ministership of late Dorjee Khandu. Do you know what the position of Monyul was before he became CM? Our offices were older that the state itself. Moreover, the people of Monyul are still not developed. If you call us developed then other parts of Arunachal must be first-world!

As stated earlier, our aim is not for separating from the state but having autonomy in the local governance of our people. The wider administration like PWD, RWD, Police, etc shall be the domain of Govt. of Arunachal Pradesh even after MAC is formed.

Lastly, Mon belongs to us and only we have the right to decide what we want. We won't waive our right just because some people are being emotional and calling us traitor.

Cause of concern

The report of severe outbreak of malaria and jaundice from Longding district is cause of extreme concern for the state. Reportedly the outbreak has wreaked havoc in Longding district. Unconfirmed report says that many people have died due to suspected malaria, jaundice and typhoid in upper Wancho area of Longding, Pumaow and Pongchau circles. It is surprising, how the health department officials failed to react to the situation at the first instance. Why there has been delay in responding to such outbreak? It is the duty of local medical officials and administration to alert higher authority in case of massive outbreak of deadly disease.

There have been lapses on the part of local administration which resulted in delayed response. However lately while responding to the crisis the govt of Arunachal have detailed a medical team of specialists from General Hospital Pasighat lead by Dr J Gebi and Dr T Siram along with paramedics to take fresh stocks of medicines to the district and render treatment to the affected people. Health Jt Director (Malaria) Dr Hage Taki, SPO (NVBDCP), has also been directed to move immediately to Longding with laboratory experts. A medical team from the Arunachal State Hospital too will visit the affected places. Hope these actions will yields some result and save precious life.
